Motivation

Nets can be leveraged a as a “meaning-bearing indexing system” (i.e. our practices of encoding knowlege affect retrieval). Knowledge that is stored is only useful if agents can access it, so when thinking about networks we must think about the network and its “manipulator” as a tethered pair.
